A Student that isn't understanding the class concepts
I have tried tutoring outside of class. The student missed the appointment. I have one additional tutoring session set up. If that is missed, is there another way to present the material that would appeal to the student?
If possible, when I have students like this, I tell them at the beginning of class that they are going to stay after to try and understand the material. This way, they are already here and will not miss the appointment for tutoring.
I know this is not always possible, but I find that if I have a student that is missing appointments, I don't set out an appointment for them to miss. I simply plan on staying with them after a class to go over what they are having difficulty grasping.

Keep up the effort. This is a very important part of instructional planning so by reading the culture of the class you are able to better customize your delivery to meet their needs. This will greatly enhance the learning of your students.

I know that it is easier said than done, but trying to align the value of the class and how it will have an impact on their life both personally and professionally seems to increase the student participation. Again, it doesn’t work for everyone, but I have used this method in the pass and it seems like an attainable goal.

I agree witth Dr. Meers. I have had many students who ask for tutoring but not show up for the first appointment. After taling to them about the missed appointment I try again. They miss again. Your time is valuable, it is hard not to want to assist the student, but if the student does not care enough to make the appointment you hav eto move on. I have alos had students make the first appointment, then never come back for any more tutoring with no reason as to why.

I would have a one on one meeting with this student and discuss the situation, lay out a plan and create a contract. If the student does not follow through with all the requirements then I would dismiss the student. It is up to the student to put forth the effort to be successful. By developing a contract you are showing the student you care about his/her success and the student needs to recognize this.
