Re-submitting assignments
I include in my syllabus a "re-submittal policy" that allows students to re-submit any ON TIME work for regrading if they wish. This has had several benefits: First, if they misunderstood part of the assignment, they get a second chance at it with more clarity. Secondly, correcting your own mistakes has proven to be valuable for learning.
This does create some additional work for me as the instructor, but we generally have small classes, and this has been manageable. This is not allowed for tests, of course, but for project-based assignments that are more creative in nature.

I normally do not allow resubmissions, however, if no student gets the concept on the assignment, I reevaluate my teaching methods, and make a call from that point. The call normally is to give another assignment based on the same concept after reteaching the concept. This typically brings better results.

I've tried this as well, with a re-submittal comes a new grading discussion with a continuation of concepts. Works well with a small class, wouldn't want to try it with a larger one.

I am not real big on resubmitting assignments. I believe in explaining things thoroughly from the beginning and conducting tutoring for those who are having difficulties. I even do one-on-one with my students.

I think that is a great idea especially with those students that are just getting back into the educational system.
In my field--nursing---we have daily worksheets that the students must submit the same day they care for their patients. I critique them and sometimes make them do them again if the quality is not there---if they don't "get" why the patient is there and what they are doing to facilitate wellness.
