I think that it is a great idea to discuss this policy the first day of class to set that expectation. If they choose to ignore the policy or forget about it (we have signs in our classroon),deducting points is a great way to help them to remember.

Enforce a no cell phone policy in the classroom with consequences. We have a no cell phone policy in the classroom, and we have to deal minimally with cell phone violations, hardly ever.

It is a constant problem that I address in the first class. If I catch a student texting, I deduct points from their class participation grade.
