Multiple Late submissions

How do you motivate a student who chronically turns in late assignments without discouraging them?

I seem to have chronic issues with this situation and what I find works sometimes is to actually calculate their grade with the assignments missing and then again with a moderate grade on that assignment (like a 70) and show them what the difference could be with just a little effort.

I have also found it helpful to reference the syllabus grading description and explain the weight of assignments vs. the weight of quizzes and tests, etc. Sometimes students do not understand the value of completing assignments to balance out any low test or quiz grades, etc. They also may not realize that even with 100% on quizzes and tests, without classwork, attendance, and homework they may not pass the class.

Sometimes students must be addressed firmly and privately. I would reprimand the sudent according to rule/policy, and have a heart-to-heart conversation about the importance of turning in work timely. Then I would build the student up at the end to let them know that they can do it.
