It is important for students to know how to mix and mingle with other students other than their buddies.

I agree completely, but you do have to be careful that this may lead to separation in class. So usually I try to mix up the buddy system from time to time. That way all students will interact with eachother.
Sometimes its very easy to judge a book by its cover, and it can be hard during the start of a course to get these new students to open up. The Ice breaker and buddy system are great starting points to getting more interaction.

Each student is different, and we should make it a point to get to know each student so that we will better know how to deal with them.
