Use-it-Wisely Cards
This is another ill-conceived suggestion. Don't we want our students to participate, and indeed, have all of their questions answered? For every student who asks a question, there are several more that want to know the answer but are afraid to speak up.

The cards will certainly limit his activity, and therefore others will have an opportunity to answer. Some students are very intelligent, and they want everyone to know it, therefore they will take over, if they are allowed to do so.

I didn't think this technique referred to students asking questions. I've had a student who answers all the questions I pose during lecture without giving any one else a chance. eventually other students stop trying because they know he will answer. I would like to tell him straight to let someone else in but I don't want to seem rude. I may try the cards to limit his activity.
