At some point the cheating/cutting corners catch up with them. I like how you include the class participation grade in this scenario.

I make my students aware of the fact that, just as in the working world, individuals who cut corners or cheat are not rewarded but are penalized (or fired). Therefore, their class participation grade can have either a positive (for contributing to the class) or a negtive (for taking from the class) influence on their overall grade.

Whenever I know that a student is cheating, I confront the student, and the student is reprimanded. Why did you feel a need to discreetly tell the DOE and his supervisor?

In the profession that my students are being trained to excel in, there is absolutely no way for a person to cheat and successfully deliver a finished product, due to the inherent nature of the job's demands. I emphasize to students that though cheating to progress more quickly in a class might be tempting, that is just a way of cheating THEMSELVES, ultimately, of the ability to pass the rigorous state exam that will measure their proficiency. I had one student that undoubtedly cheated and I brought it discreetly to the attention of the director of education and his supervisor immediately.
