How to stop them from cheating?
I have made multiple versions of my test that make it impossible to cheat.

To stop cheaters from cheating rearrange their seats,nothing on the table but a pencil/pen.As an instructor paces the florr and keep your eyes on all students along with the cheaters.
From the back and remain still, the cheaters will forget you're observing and it's often easier to spot them
One thing you can do is watch them from the BACK, so they can't tell who you're looking at. This also makes them less nervous than if you watch them from the front, or stand right next to them.

Simply tell them that you are watching them during test time, and you really watch them. This method works extremely well for me. I do not sit when my students are testing, I make it obvious that they are being watched as they have already been told as well.
