Awesome! We have a similar policy in place at my institution. Cell phones can be brought into the classroom, but they must be OFF, not on vibrate OFF, otherwise the student will be sent out of class and marked absent. This policy works great. Emergency phone calls must go to the front desk.

The LVN Students are not allowed to bring their cell phones to the clinical area or classroom, they must give family members the departments number or the instructors number for emergencies and must make other phone calls doing their lunch or break. This has worked really well for faculty and students.

The local school district has a "we see it [mobile phone] we take it" policy, though I'm pretty sure a similar policy would fail in an adult learning environment. For some of my classes, due to lesson content sensitivity, I provide a storage container for all electronic devices in the back of the classroom. If I then see or hear a mobile phone or tablet during class I have the student immediately place it in the storage area. Otherwise, I leave much of the learning responsibility with the student - unless they are taking a test. Phubbing - AKA Phone Snubbing is on the rise and the competition for students’ attention is going to become increasingly difficult in the interconnected social media environment.
