What is Synchronous learning??
Synchronous learning is real time. It is defined as a group of individuals learning at the same time as they work toward a common goal or outcome. It occurs at the same time, but not in the same place.
I like to teach real time using chats/seminars. I usually try to do this at least once a week for an hour in my online classes.

I think that is a great use of synchronous usage. I actually have started using synchronous office hours in my f2f courses.

My school requires an online "office hour" Sometimes students that misunderstand something they have read will come to a new understanding in hearing it explained. I like your idea of considering them chats or seminars
