I create my online classes in several steps. The first step is to determine the purpose, aim, and rational of the course. Next I research the subject matter I will be teaching. I then list the important facts, key concepts, skills, or vocabulary terms that I intend to cover. I list the outcomes I want the students to achieve. Then I write the objectives that contain a behavior, the content, the condition, and the criterion, so that I can write, in detail, what is learned and how well the students learn it. After that, I compose an outline of the course. I try to determine how many lessons will be needed to cover the course objectives. Then, start writing and refining content. After content is completed, I create the assessment(s). Finally, I find someone to take the course that has no prior knowledge of the subject.

There are many ways and you typically work with someone at your school. You may create it through your Learning Management System like Blackboard or Moodle or you may create it from a Web site.
You may have someone that creates it for you - a third party company.
