Forums should include an online chat for navigating online classroom for students whom are tech-savvy.

Great. Is your live chat just a textual chat or is it a voice and video chat? I have found it to be a very effective tool in classes.

I have actually taught courses that did have an online LIVE chat feature for students to participate in. It was a wonderful way for all of the class to get together, if able, and discuss the topics for the week. Many online students are hesitant to participate in a phone conversation/meeting for some reason. I found that the live chat feature drew in some students who might otherwise not have joined the discussion.

Can you explain this a little more? Are you suggesting that a discussion forum somehow include an embedded LIVE chat feature, or are you just suggesting that online chats are useful tools?
