I still say classrom setting is the best.
A classroom setting has its advantages, such as immediate feedback and interactions with peers. However it does require the everyone be present at the same time and place, which most elearning does not. Also, fully automated elearning can scale to any number of students and is infinitely patient.
Sometimes classroom is best, sometimes not. It depends on the situation.
