Should students be reminded of the rubric throughout the course?

I refer students to the syllabus. Many online instructors use a syllabus quiz to ensure they read the syllabus.

I provide mine in my expectations posting but usually do not go back and remind students of it, in my opinion they should take the time to read the expectations file. To many students want to get right at it (the course), and dont bother to read the things I put in the announcements probably more often than not based upon the questions I get on occasion from students.

Definitely, I include the rubrics in the syllabus as well as in the faculty expectations message. Then when grading assignments I use specific rubric to review and grade the assignment. Each assignment is unique according to the assignment at hand, but as a “rubric standard” I include adhering to “APA writing standards”. As part of my assignment comments I include the rubric thus students are “reminded” that rubrics are used for all graded assignments. Rolando

Yes, I provide everything up front, but always remind the students to review the syllabus before beginning an assignment/project. Then I remind them of the rubric again when I tell them to self-assess using the rubric after they have completed the assignment, but before submit it for final assessment.
