A checklist is a good tool. Setting up a fun, color-coded Excel spreadsheet on the computer is a good way of checking off the daily task of checking announcements, though the best approach of all is practice.
The more students log on, the easier it is to remember.
A good technique I use is to use multi-colored font and change font size so my announcements stand out.

I also go ahead and email as well as post. I've found that one trick is to not overwhelm them with announcements. In some classes, students may get an announcement a day. Their eyes will glaze over if that's the case. You have to only use them when necessary - having a regular schedule has also helped me.

I have this problem also. I try to post announcements on Monday then I will send an email on Wednesday directing the student to the announcement pages.
I also entice students by telling them that the announcement will contain key information about the upcoming assignment or test. I include some key tip to help the student this way they are more inclined to view the announcements

have you tried embedding things in the announcement and then ask them about it? It is amazing how they will begin to read them. Frustrating but true.
