How long does it take to develop a new program with all the faculty and staff needed?

Agreed, but that doesn't answer the question. Before implementing an online program you need a fully developed and vetted online learning strategy, that's what the question is addressing. I suggest you present an outline of how you would determine your curriculum, technology, faculty and support staffing needs before proceeding.

I think we also have to take into consideration the origin of the students in case of having a multicultural group.
My goal is to develop an online program for our school. It was becoming stressful when I was trying to do all of the work myself. I selected some Faculty and Administrative staff to help me. It lowered my stress level, in addition to advancing my goal.
It depends on the subject,but it is important to take into account what the final goals are going to be.Also it is pretty important to work in teams.
