All agents must pass a background check administered by FDLE through the Commission office.

I guess I missunderstood who was suppose to get the background checks. I thought it was the registrar or admissions personnel

Yes. Agents must notify the Commission when they no longer work in role of agent.

Can an Agent later decide to be a Recruiter in the institution?

Only agents are required to have background checks and file for licensure.

Please clarify. Are you speaking of the requirements of CIE for agents ? If so, there is an application form and criminal background check is required through FDLE by the Commission.
