the institutions can decide if the students have to take or not an entrance test for any specific program?

There are different thoughts on that subject. For some, it limits the opportunity for students to go to school. For others, it provides better data to ensure the success of the student.

I depends on the program, but the institute should definitely test the academic level of a very prospect students another to avoid a total waist of time and money in whatever program they are enrolled in.

Yes, that is at a minimum due to the fact that the student has to be able to benefit from attending the course.

The individual school sets the admissions requirement which has to be, in turn, approved by the Commission for Independent Education. In setting an admissions requirement, it should be minimally a high school diploma or equivalent.
