Get financial support for those institutions with not Tittle IV
What will be a good way, source, or aid to help those students and institutions with not Tittle IV for getting any financial support?

Start with your local community leaders. There are banks lending institutions that are willing to participate in the growth of the community. Also go to your local Chamber of Commerce and sell your school.
