can we have one designated admissions officer handle tuition assitance???

This is a best practice used by many institutions. It works!
Admissions representatives meet with students first, and admissions provide overview of the enrollment process, and the different types of assistance available to students in the form of Financial Aid. The Financial aid representative then continues with the Financial aid process and provides greater detail about students finances, and steps for the students to complete the process. In the end, the student is well informed, and knows what to expect, and what is expected of him or her in order to successfully complete their Financial Aid.

Keeping the two separate are a best practice of schools that are able to do so.
At our school, admissions and financial aid are separate. We do not and will not combine these functions. The goal of the recruiting staff which makes up part of the admissions team is to bring in students. The goal of financial aid is to make sure that students understand their responsibilities which, in some cases, seem heavy (such as what can happen if you don't repay loans.) It would be very easy for admissions staff to "sugar coat" the responsibilities of students relating to financial aid. It is easier to ensure compliance on both parts if we keep those functions separate.

It is really up to your administrative staff. Best practices leave the task to Financial Aid or the Business Office.
Following the Admissions presentation and doing the financial aid overview is the extent of the admission reps tuition discussion with the student.
