In order to keep conformity why don’t Post Secondary Institutions have a uniformed Admissions process?

The CIE gives guidelines for compliance and the latitude to the schools to make it happen.

CIE provides the guidance to remain compliant. The schools develop their process to ensure that is met.

I believe that there are some regulations in common for schools, but mostly to keep the accrediation and to be ethical, you need to follow exactly what your school is guided to do and follow the rules 100%. That is what we can do to keep higher education in a positive view and legal to the letter of the law in all areas.
There are various types of post secondary institutions and not all of them are considered equal. They have different admissions requirement, offer different programs, some are certificate of completions while others offer degrees. It is impossible to have each of them follow the same admissions processes because they are not all prepared their students for the same curriculums.
