If a student has been enrolled and sitting in class, and the enrollment agreement changes to reflect a new regulation, is the student required to sign a new agreement?

The students re-entering the program should go with the current regulations and catalog. This is where the school determines how previous credits are applied.

What happens when a program is based in hours for example Massage Therapy. The student drops and comes back to school to re-enroll but the hours accordantly with the school and the institution that regulates these changes augment. Should the student be enforced to follow these new regulations or can he/she stick with the same time length that she/he had before.

Check your catalog for the leave of absence policy. Most schools have a term cap specifying a set number of days that a student can be out on leave. If they do not return, they are dropped and must re-enroll.

Patty: Institutions change regulations from time to time. I understand that they affect from that moment on, and that those changes would not affect a student already enrolled.
Now, what happens if the student takes a leave for a semester and then returns back to continue studying? I understand then the changes and any new curriculum would apply to him/her. Is there a time guideline for changes to affect students who are already enrolled or is this subject to the university determine? Thanks.

No, the catalog has a statement regarding changes that go into effect after signing the enrollment agreement.
