Can the Enrollment agreement be signed by a parent if the minor student isn't present?

They certainly do! But we cannot dismiss the legal aspect of a minor.

I do think that is wise- as many times parents and children have different goals and ideas as for what they would like to do.

Yeah. This is wisdom. Normally when both parties are present each person can sign. Sometimes parents have certain desires about what they would like for their child to do. It is important to make sure that the minor has the same goal in mind. Otherwise, it could waste a lot of time and effort on the behalf of all parties involved.
