It is part of the contract between the student and the school. When the student signs the enrollment agreement, they are stating that they have read and received a copy of the catalog.

I believe to just make sure we are being compliant with the rules. Say for instance, the student enrolls, but then realizes, "Oh, I never got a catalog. Wasn't I supposed to get one of those?" It sort of saves us because if we go ahead and give it to the student prior to them enrolling, we will have covered everything we need to do.
