I think they did a great job in explaining how crucial this is and it is only fair that students know what they are getting themselves into. Clarity on the part of the institution maintains its integrity, so that there are no surprises in the case that a student is not entitled to a full refund.

All non-refundable fees must be so designated to the student in the admissions process. They should fully understand that if the cancel or drop, the fee will not be returned.

Cash programs are great for the school's 90/10 ratio. Continuing education is a great way to get students in your school.

At my institution there is an application fee that is non-refundable. All other funds paid are debatable.
I work in the Continuing Education Department and it is especially important as my students are paying for their own education because FA does not cover any CE programs here. Students are definitely more aware and ask many more questions when it comes to their only money as they want to know exactly where everything is going and what they are paying for. I always tell them that there is a non-refundable deposit required up-front and once they begin the class anything paid into it it also not-refundable. It is much better if students know ahead of time what they are investing in as it prevents complications in the future.
