Institutional Branch
If a University is based out of California, but has a branch in the state of Florida, do the Rules and regulations governing the Florida Branch will be both the California ones and the Florida ones?
Am I allowed to talk about grants, students' loans during the enrollment agreement signing?

Any school that maintains a presence in the state of Florida is required to adhere to the rules. Whether their homebase is in California or Florida, if they have operations in Florida, the company must abide.
