The catalogue along with the enrollment agreement constitutes a contract between the student and the school. When a student signs the enrollment agreement, they are stating that they have read and received a copy of the catalog.

You are correct! The catalog that is used by the institution must be approved in advance by the commission. Once a complaint comes forward, the first thing the commission does is review the catalog.

The catalog is what your institution policy and procedures, it gives the information to the staff to handle any situation that comes up, it's based on how the school has to operate and allows the school to be protected in case a disgruntle student decides he/she wants to file a complaint etc. If the CIE does a investigation on the school, it would first look into if the school deviated from the catalog. Is that correct.
