At our college we are very involved in the community. For example we do blood drives, free haircuts for kids, and prom makeovers. This is a great way to advertise our college, for current students to practice what their learning, and to give back to the community.
Networking in the community is a good way to start. Many of your new students tend to have heard about your school from another student. Particpating in Career funtions within the community is a good strategy.

Make sure your offers do not violate the fair consumers practices for discounting. Check with your program specialist at CIE for details.

As a start up - grass roots advertising can be beneficial to get people in the door to see how great your facility and programs are. "Sign up for a class and bring a friend for free" or "purchase one class voucher and get a 2nd at half price" for examples.
Also I feel that working with your local chambers, networking groups and other local face to face contact strategies are key to building relationships and getting referrals to your business.

It will vary from institution to institution and from region to region and from product to product. The best resource is a personally developed lead.

Our institution has not started marketing efforts yet, however, the focus of our marketing strategy is on relationship building within our community.
