why is it that some institutions accept credits transfer from certain institutions but do not accept from some other institutions?

It is up to the receiving institution to determine the transferability of credits. Many factors contribut to the evaluation such as curriculum, program of study, grades, accredition, etc. It is not an easy process.

There is no specific formula schools follow. It is at the discretion of the receiving institution. The analysis is indepth and many factors are used in the process.

Some institutions have diffrent policies pertaining to transferability of credits. The institution determines in the majority of cases which credits the deem acceptable and which are not valid. diffrencese occur between regional and national accredited institutions.
