Best accreditation for transferring credits
Which accreditation is considered to be the best by other institutions for transferring credits? National, Regional or Programmic?

No, not all are equal. Some are programmatic. Some are institutional. Some are legitimate. Some are bogus. Investigative research needs to be done.

Are all the accreditation an equal?
Some schools may say that you can take State Boards but it would only be valid in that state as oppose to other accreditation where they say that it would be universal.

No one accreditor is better than another as long as the accreditor is recognized by USDOE. The right accreditor is the one that is the best fit for your school.
