Mutual governing body?

Is there a mutual governing body for the Florida Statutes and Rules, policies and procedures manuals, and promotional materials? I wasn't sure if each was their own entity and if each was governed by a similar system.

The non-public postsecondary schools in Florida are part of the Florida Department of Education. The Commission for Independent Education reports to DOE.

The Commission for Independent Education is governed by the Florida Department of Education which is under the oversight of the governor and the legislature.

A mutual governing body? I am not sure if there is any, however, if there is one, consideration to the each individual school culture should be important. I other words, I do not think it is a good idea to have one unless, its role lies within the consulting status.
