There are some schools that don't except transfer credits at all. The choice remains with the institution and a set methodology should be in place to evaluate transfer credits.

To add to this comment, I would also say that it is important to explain to the potential student the process involved in determining if a credit can be transferred. I found it to be helpful to speak with my registrar and ask what the basic things are that they are looking for. That way when I am asked by a student why they credits were not excepted I can give them an intelligent answer.
what if a certain requirement is accepted but they say that they cant give the student the credit for it?
Transfer credits is vital to understand so that the student does not feel railroaded.

The Commission leaves that determination to the receiving school. After all, they are giving the credit.

This is very important because this can be a cause of problems for many students that try to transfer to other schools and then can not due to transfer credits.
