Some institutions accept some credit and other institutions do not. Its important to know and how to look at transcripts

The evaluation should be comprehensive. The evaluation should be done in accordance with the school policies that all credits may not transfer.

Absolutely! There are many bogus institutions and accrediting bodies out there.

YES!THIS IS VERY IMPORTANT BUT ALSO SOLEY AT THE DISCRETION OF THE RECEIVING INSTITUTION.
WHETHER OR NOT THEY ARE UNDER THE SAME UMBRELLA (NATIONAL OR REGIONAL)THE TRANSCRIPTS MUST BE EVALUATED BY THE REGISTRAR OF THE RECEIVING INSTITUTION,WHOM WILL THEN DETERMINE IF ALL/SOME/OR NONE OF THE CREDITS WILL BE ACCEPTED.
