That is correct! The process should be outlined in the institutions catalog. It is the students responsibility to follow the process and provide the required documentation.

Acceptance to transfer is always at th discretion of the receiving institution.

It is up to each institution to decide how to transfer credits earned by students, because courses and grades will rarely match up exactly between a home and host institution, especially if it is a foreign institution.

When a student transfers, he or she usually provides his or her academic transcript(s) which lists the course taken, grade and other attributes from each institution they attended when applying for enrollment. Each transcript and the listed courses are tentatively evaluated to see if any of the courses taken satisfy the requirements of the receiving institution.
