I believe the most important part of an Admissions lead is someone who will spend time each day coaching and training their employees. I think its important to do this because its easy to get burned out in Admissions. Reps want to feel important and I think there is much more than setting daily goals when dealing with Ad. Reps.

Some schools actually work in teams with a mentor assigned to be lead position of the team. It's a way to give a different approach to what you speak of.

I think the one of the most important qualities of anyone involved in admissions has to be that they are interested in listening and talking to people. From there they can gain the required training and knowledge to be compliant. If you don't like working with students in person or by phone then this will not be the profession for you.
Next, the admissions professional must understand the institution and its goals. It would be hard to be excited and enthused if you don't know about or believe in your institutions goals. You would be surprised how many people work at places they don't understand.
Lastly, no matter what the outcomes, you must understand and appreciate the value of education.
Many aspects of education are tangible (diploma, promotion), but many are intangible (self-worth). You as the admissions professional must hold some of these goals intrinsically; otherwise, I believe you are limited even in the perspective you can offer students. If you don't value education, it would be hard to persuade potential students on its importance.
