What if a HS student has applied and enrolled in 2 other schools prior to yours, excepted by your school then cancels after the 5day period but before the first day of class?
I firmly agree. All students regardless of the school would be subject to the enrollment/application fee, if not what would the schools use to protect themselves from those who randomly apply.

If a student cancels their enrollment after the five day period but prior to the first day of class, the school would have to refund all tuition and fees collected expect for the enrollment/application fee.
In some cases the school may also keep fees associated with books and supplies if any were given to the student and the student fails to return them to the school.
