Agents can't determine whether or not credits will be accepted or transferred to another institution.

Unless your school has an articulation agreement in place with another school, there is no way to to know what credits would transfer. You would need to inform the prospective student that transfer of credit is up to the receiving institution.

An articulation agreement is a written agreement between two or more schools that permits students to transfer credits between the schools that have signed the agreement. For example, some schools that offer 2-year associate degrees have articulation agreements with other colleges offering 4-year baccalaureate programs that allow students who earn an associate degree to transfer all of their credits into another colleges 4-year baccalaureate program.

Each institution has their own policies for transfer credit, so you should not be discussing policies regarding credits transferring to another schoool unless you have an articulation agreement in place.

Correct, agents cannot confirm which specific classes will transfer. However, the agent could still review the policies for transfer credits; i.e. credits must be 5 years old or less, must have earned a 'C' or better in the class, etc. It is so important for the agent to appear knowledgable and still be helpful in the enrollment process even though they cannot make transfer credit determination.
