Why wouldn't schools accept credits from one one another? Wouldn't it make it a lot easier?

There is no such thing as universally transferring credits. There are a number of factors schools look at - accreditation, grade received, course descriptions, how long ago a student took the class are a few that come to mind. Basically, unless you have a specific articulation agreement between schools (i.e. here in CO, you can take classes at any public community college, and they will transfer directly to any of the U of Colorado campuses or to any of the other state universities), credits are evaluated on a case by case basis, and what comes in will depend on the policies of the receiving institution.

I believe if you are transfering to another school for the same degree the accepting school should have to accept a minimal number of credits.

Sometimes they do, sometimes they dont. It depends on a lot of factors. Like material of classes, and accrediaton of schools.
