What department typically determines what credits (and how many) are transferrable?
Registar is the direct person that usually verifies this information but the school will have its own guidlines on if the credits from another college will be acceptable or not.

If credits transfer, most institutions will only take 42, which are the general education courses, and the institution will than make money by offering more courses than needed to complete the degree, and the subjects required to complete the program are usually ridiculous amounts of money.
The DOE works with the department heads as well as the registrar to determine what credits and how many are transferrable.
At the school that I am employed, our director of education completes all transcript evaluations to see what potential credits will transfer over into our program. We can do unofficial transcript evaluations to give prospective students an idea of how many classes may carry over; however we do require official transcripts to officially award credit.
It is the Registrar's responsiblity to evaluate transcripts for transfering of credits.
It seems that more often that not, more and more schools are not accepting any or very little credits from another school.

The decision would typically be made by the school's director of education or other academic dean in consultation with registrar or other school administrators. I would ask your school director how the decisions are made at your school.
