i think it's great that you're unable to continue to spam potential students eamils or call them if they don't want to be contacted. I'm glad that they have hefty fines to ensure schools take these types of actions seriously.
Within the short time that I have been a rep things have definitely changed. We now have a new FCC Consent form that must be completed before we are able to call students. It is important that we are not coming across as harrassing or pushy when students are considering attending our school.
We have a way to organize and sort through students who actually want information as to those who don't want information. When we go into high schools to present or for college fairs, they students have to check a box saying that they would like information. If you don't want information and do not want to be called, you don't specifically check the box. It helps because you can separate, after talking/presenting to a huge group, who went out of their way just to ask for more information on the instutition and/or its programs.
