Here is a link to the Dear Colleague letter with the information you reference. To clarify, for students who first enroll for a program of student after July 1, 2012, the former ATB provisions do not apply. http://www.ifap.ed.gov/dpcletters/attachments/GEN1203.pdf We will be updating course references to this new ATB provision to reflect the upcoming changes.

Dept of Ed has determined that ATB testing will no longer be acctepted for federal sudent loan funding. A GED or a high school diploma is now being required for 2012.
No, students who do not have a high school diploma or ged and interested in taking an ATB program must pass the admissions test proctored by an independent proctor.
No, the Institution must have the prospect take the ATB (Ability to Benefit) before they are admitted into the institution.
