What was your hardest part learning the rules?

It can be very confusing-and you are correct that only accredited institutions can receive federal funds. Before an institutions can become accredited they must first receive their state license. This is where the state having a process to review complaints and records comes into play.

To me it is the State Regulation that says that in order to be eligible to participate in Title IV Federal Student Aid (FSA) programs, an institution must be legally authorized by a State to provide a post secondary education program, and the State must have a process to review and act upon complaints about that institution. I don't understand the second part about the State having a process to review... I thought only accredited institutions can get FSA.

Regulatory language can be very difficult to maneuver. The difficulty is that the language can be interpreted several different ways by different people.

I feel the hardest part is making sure of the verbiage. It can be deceiving if you are not carefully going through the regulations and making sure you are covering the do's and don'ts or the yay's and nay's appropriately.

For me the hardest part of learning the regulations was two-fold 1) where to find the regulation I was referencing 2) insuring that my interpretation aligned itself with that of the DOE AND the mission of the college.
