In student Rights and Responsibility, students with disabilities essentially have one right under the law. They have the right to equal access to educational opportunities.

That's a tough one. It must be decided on a case-by-case basis. There are some classes in which the student's physical presence is expected -- but COULD be made up by recording the class in some way. There are other classes in which it simply is impossible to recreate the learning or experience at another time or in another way. What is "reasonable" is a judgement call made on an individual basis.

My college has an attendance policy, if the student exceeds the allowable absences s/he gets withdrawn from the class. What if a disability causes an inability to attend class for the required amount of time, is there any obligation to accommodate the student for the excessive time missed?

Your right. There are other ways to state it, but it comes down to the same thing -- the right to equal access = the right NOT to be subject to discriminatory treatment because of their disability.
