I have to disagree. For all sorts of reasons, I think expecting instructors to become experts in all facets of disability and accommodations is ill-advised. Rather, I think that the institution should have dedicated personnel whose job it is to be educated on both the legal and practical implementation of disability-related accommodations and who will share that information, as needed and appropriate, with instructors.

I think that both parties have a responsibility to learn and understand what accommodations are availiable to help the student succeed. The instructors should know it well so they can reach out to those who may be afraid to ask for help or those that may not be able to ask for the assistance.

By whom -- the student or the faculty member? I am not sure whether you are suggesting that students learn to manage the disabilities as much as possible, or whether you are suggesting that instructors should know about how to accommodate students with such challenges.
