Students with Learning Disabilities

So when is a learning disability or due to past poor education?

Mathew,
Poor education means that a student CAN learn, but simply lacked the opportunity or appropriate tools. Students with learning disabilities have neurological deficits which create obstacles affecting their ability to learn. Huge difference.
