Who Makes the Decision

I was intrigued by the statement that drivers for the city paratransit system get to decide when and how a student arrives and departs the campus. Formerly, I would have thought that the student would need to make other arrangements to get to school in order to meet the demanding schedule (classes after 9:00 am and stopping at 4:00 pm). This is a best practice because it allows access.

It is not so much that the paratransit system "gets to decide" as that the paratransit system runs on a strict and limited schedule. Students who are dependent on the system are at the mercy, sometimes, of the limitations of the system (can't get there before ___ or the last ride available is at ___). There may BE no other options for a student to get to school, in which case it behooves the school to help the student, where possible, with scheduling.
