Which is the most difficult agency to provide resolution for comment codes in a timely manner?
Does your student population have any specific issues related to comment codes that make it difficult to resolve these?
Updating NSLDS, we had a student that her DOB didn't match so the process of resolving the issue took a few months.

You comment on other colleges not releasing the transcripts is a comment I heard made last week at the Federal Student Aid Conference in Atlanta. Numerous colleges were asking ED Officials what could be done to resolve the holding of transcripts. Unfortunately, there was no real resolution.

The UEH code is by far the worst one now. Obtaining transcripts can be timely and extremely difficult. Some colleges won’t release the transcripts due to financial holds thus preventing the student from attempting to further their education.

All of your thoughts and points are accurate. This Comment Code resulting in a CFlag can be difficult to resolve. The "knowingly and willfully" test can be difficult and is driven by the accuracy of the documentation provided.

I believe that the Selective Service is the most difficult to clear, mainly due to the time frame. In my experience, most high schools have a session for the male students in their senior year to register when they turn 18. (I know both of my sons did it this way.) Additionally, many high schools have Financial Aid for college sessions, and selective service registration is one of the main points in the presentation. That being said, there really is no viable excuse for missing the registration. Even when the student is incarcerated, there is ample time to register.
For those who fail to register, it really falls on the FA officer to make the determination whether or not they "knowingly and willfully" failed to register. This can be a tricky area, and is a big responsibility.

All good points and many of the other participants in this forum have indicated the same issues. The length of time necessary to get the information back on the Status Letter. In some ways Comment Codes have become more time-consuming than working verification.

Dealing with SSS. It can take a few weeks to get the Status letter. We have a lot of older students that failed to register. If the younger students have not registered the FAFSA allows the student to register at that time.
Thank you Mr. McGuffee for the detailed explanation in clearing an UEH c-code. It is time consuming and tedious but understandable on why it has to be done. I am grateful for the alternative documents that will comply in resolving the code because officials are at most hard to receive.

This type of resolution may be difficult to resolve as you can see from other participants each face their own unique struggles with certain student issues.

Obtaining selective service proof can be difficult. In the area in which I work, we have a high population of people from other countries who are at times unable to provide documentation of their legal entry in to the United States. Therefore obtaining proof that they did in fact arrive after the age of 26 can be difficult. Also, when a person does become legal, their prior passport from their country must be surrendered and that is what generally shows their entry in to the US.

Your point is very important and sometimes we forget that we have students that need a little something extra due to the background. I think this was a great reminder to all of us that we need to think about the student's specific situation and handle according to their needs.

I would say , we have alot of forgeign students at one location. So we have to be very careful with making sure they understand what we need and why.

Many commented on the amount of time required to properly resolve Selective Service. It is great that you have the other C Codes set up in a manner for quick and accurate resolution.

Selective Service. They seem to take forever, sometimes over six weeks. The only other C codes we work with are loan defaults or excessive LEU. Those are pretty straight forward
I have had the opprtunity to work with different C-codes and i'll have to agree that resolving the Selective Services c-code and when the eligible non citizen doesnt match with the SSA office. for the Selective Services most of the time the male students dont have a clear cause of their failure to register or don't have the required docs to send to Selective Services. For the elegible non citizens completing and receiving the approved G845 from USCIS can take some time

Your response is very thorough and you have a very methodical approach to ensure the proper procedures, collection and evaluation of information under this C Flag. It may be the most difficult but your approach to resolving is excellent.

As others have commented, the selective service comment code is difficult since we first have to have the status letter from selective service. That takes a little time to get from SSS. Most often, the code indicates that "the student was required to register, but the Selective Service has no record of his registration, and their records show he was sent one or more letters requesting that he register." I always ask each student to write a letter detailing why they did not register. I then must determine whether their failure was "knowing and willful". While it is unlikely a male would not have heard about the requirement, there are reasons they may think they registered. Did they not receive the letter because they were traveling overseas? One thing can make the determination easy and that is if the student says " I did not want to register". Willingly not registering is an easy reason to determine the student is ineligible. Of course, if the student is between 18 and 25, then they can become eligible by registering.

Agree, this can be difficult to document and without the documentation you are unable to award FSA. Many of the participants in this forum commented on the same issues related to Selective Service and resolving the C Flag. It seems incarceration and eligible aliens are the most difficult to resolve with documentation.

In our area and based off of our demographic we have a lot of SS issues due to incarceration. If a male is incarcerated most of his young adult years and did not register it is very difficult to prove that he did not have the opportunity to register.
