We create special ways to convey information and help students who are physically challenged to have the same practical opportunities. I have had some mentally disabled students who have done very well with dedication and the support of staff.

This sounds like a big problem to me unless the material isn't critical to the student's ability to progress in the curriculum and/or get a job. Obviously, it is appropriate to offer support like tutoring or even a course re-take, but if the student is unable to master the fundamental skills of the field they shouldn't be promoted.

It's laudable to be concerned about their outlook and stress level, but if they can't do learn the material they should be guided in a different direction.

What a great question and one that I certainly deal with daily. If the student has self identified, and reasonable accomodaton(s) have been granted, how much more is there? I keep going back to the entire community is invested in the success of the student. That may mean more time and attention. That may mean making a very tough decision. I can tell you that when everyone was actively involved in a special needs student success the graduation ceremony was fantastic.
