What can be done when staff are not cooperating with out of the box methods for Orientation?
Figure out which box they are operating from and then discuss the effectiveness of thier strategy. If needed, it would be smart to observe a few classes to get a feel and ask students about thier experiences. This not only would give a better read on the instructor,but it could open up better ways for all of the instructors to be structured but be able to be outside the box to meet the needs of the students.
Work around their schedules to promote better interactivity between department and administrative staff. Allow for interuptions in the class schedule for late comers from the many busy departments. Enable out side professionals to and even graduates to speak with the classes - when able.

It sounds like you need to build some 'buy-in' among the other stakeholders. You probably have an exceptional idea, but it sounds like few others are seeing the benfits?
