How can we add the checks and balances to put effective students into programs of thier interest and there skill set out side of testing?

This is a main point in adult learning. The students want to bring their experiences into the classroom.

I have found that most of my older students have a vast amount of knowledge about prior experiences that is good for them to express and build on their on positive outlook on themselves and the challenge of completion of the program.

Adult students do need to incorporate their life experience into the learning environment. That is one thing the faculty member can help accomplish.

Some of our students (adult learners) have not been in a class room setting in years, those students need a little more from the faculty member to succeed. From the first day of class the goal should be no student is left behind.

Helping the marginal and troubled student to succeed is where the faculty are needed most.

I agree. Students can succeed in a supportive environment in which the teacher/facilitator recognizes and rewards efforts. Some adult learners may need review of basic skills. I would say, though, that patience is required but the ultimate reward comes when a marginal student succeeds all expectations.
